Red Maple (acer rubrum) leaves pointing downward

I have this semi-healthy looking acer rubrum (Carolina red maple) who's leaves keep pointing down, as if they are avoiding the light. They keep growing taller so I've kept the light VERY CLOSE. I'm talking about 1" away from the top leaves. I water only when the soil mixture is dry. Any thoughts?
