Maple tree problem??

18 years ago

I have two maples in the back yard next to each other. One looks gorgeous but the other isn't looking too good as you seee from the attached pictures. Hopefully from the pictures someone can tell if there is something wrong or if this tree just hasn't fully "bloomed" yet. It has been pretty lousy here in Western PA the whole month of May. Any advice or suggestions would be appreciated - thanks
