Zone 5 Fall Veggie Garden

Hi all! I recently moved back to the midwest from AZ. Want a fall veggie garden, but confused. I know what cool weather veggies I could grow - my question is, when to plant? Also, is it from seed or transplant? It's mid-August now, and I'm wondering if it's too late? Planning on putting my raised bed in next weekend, so I feel I've missed the ideal time (or coming close to it). Anyone have any advice for me?
