In some winter sower's basement? It is too early in the season to find starts of these commercially, although plugs of oregano or other hardy herbs might be available. But both the tomatoes and basil are cold sensitive crops - they need the heat of summer to thrive and starting them this early will only result in lanky, leggy growth by the time it's safe to plant them out, unless they are grown hydroponically in a greenhouse. Generally, seeds of these are started in March for a May (or after last frost) planting. Look for them in garden centers in mid/late April.

In addition to the above post - why not start the seeds yourself? You can start the herb ones and keep them on a sunny window to grow until you can get them outside when it's warm. As stated, tomatoes are warm-weather plants, so you won't see them for awhile, although I do know of a nursery which shippped them to stores in the north in March! They all died at the stores. Sometimes the Oriental/ethnic small grocery stores start selling things early, as a resource.
