If he's into Veggie gardening, I would go for a subscription to Organic Gardening or maybe a copy of the Old Farmer's Almanac.

Another idea would be to hit the sale at Gardeners Supply Company and get him some things for his Veggie garden--red plastic mulch for the tomatoes, bamboo to build a trellis for beans, cages, stakes, or various other garden implements and tools.

Fine Gardening, from Taunton press. Very beautiful photography, excellent text. Great for a landscape design student. Or a gardener.

Another gift idea, though more expensive, might be a beautiful portfolio 'carrier'. I think art supply stores would have them.
