Is there a need for privacy or reducing wind? If you can budget for it maybe add an open fence or trellis first and then train sasanqua camellias, star jasmine and similar choices (including clematis) onto that. Otherwise narrow selections of broadleaf evergreen shrubs are being offered, 'Sky Pencil' holly, 'Graham Blandy' box and others - many new gardens have small planting spaces so narrow- and dwarf-growing selections are being made and put on the market.

The three you have listed are not particularly suitable, all too large-growing and the first and third are deciduous and also lack sufficient refinement for use in intimate or frequently viewed spots - plus the barberry is actually spiny. The mockorange does smell in flower but the rest of the time...good backing perennials in mixed border of some size but not really producing enough value to be used in a location like you have described.

A Mock Orange you might consider is Philadelphus 'Belle Etoile' this one has a lovely fragrance we have it under our kitchen window, when the window's open the fragrance drifts through the house. Belle Etoile has a single flower with a purplish blotch in the center. I believe it's one of the most fragrant Mock Oranges.

I don't have any need for a wind break and the flower bed is in a very private area off the master bedroom. It is in an area viewed up close every day.

Visit your favorite outlets and ask them what they have that would fit in the space.

Since it is viewed up close, you would want something that looks pretty or interesting all of the time. What about a small Japanese Maple -- I love the different forms and colours of the leaves which can contrast nicely with the colour of the deck. A beautiful pale green for shade is "Full Moon". It grows very slowly and stays small. And, the trunks are nicely shaped and attractive during the wintertime. Heavenly Bamboo is another shrub that looks great year round.
