Variegated shrubs (dogwoods?), anything with chartreuse or bright golden-yellow flowers or foliage. Hydrangeas are a possibility if you can irrigate them adequately.

Hydrangea and anything in that family does well in shade.

You could also look into cold-hardy gardenias, which cannot tolerate too much sun in the dry clear sky summers of the PNW climate. That depends on precisely what climate zone you are in, if they can survive the winters. Camellias can do well in moderate shade.

These are of course not "low maintenance" plants, may require frequent summer watering the first 2 years to get them established.

If you're thinking roses, look more into the European type roses and stay away from the hybrid tea category.

Ferns are an option that do well in shade. Western Sword Fern, Ostrich Fern, or if you're feeling like an advanced gardener, Western Maidenhair, which are notoriously difficult to get established (need frequent summer watering first 2 or 3 years), but after that are low maintenance if in a shady moderately moist spot.
