Sounds like soft rush, or Juncus effusus. Not soft at all, don't poke yourself in the eye with it! the proverbial sharp stick in the eye. BTDT.

Also does NOT need water. I had it all over my excessively drained, unirrigated gravelly sandy loam rural property where almost nothing stayed green over the summer, except this stuff. Perfectly happy in bone dry gravel or waterlogged silt, whatever.

It is native from Alaska to Baja and inland to Manitoba and Idaho. Its wetland indicator status is listed as FacW, which means it's somewhat more likely than not to be found in a wetland, but not at all restricted to wet soil, unlike something like cattail. Described as most common Juncus in our area and I know I see it everywhere.

I once took a class in cedar bark weaving and we learned how to make bootlaces from this stuff.

One clump is nice. I let mine stay for a few years until it began to seed around.

Yes! That's definitely it. Mine certainly seems happy enough without watering, but the ones in the damper areas are flowering, while this one doesn't seem to be.

I knew it wasn't chives, chives are much softer and prone to spread everywhere, at least mine were. I decided they were too much work for the tiny bit I used them, and haven't planted them since I moved a few years ago.
