Hooped Row Covers

I purchased some lightweight floating row cover, and then decided that I wanted to put up hoops. I found some hoop wire at Home Depot: 170' of (I think) 9 gauge wire. I cut the wire into 10' lengths as my row cover is 10' wide, and spanned my 4' wide beds with them, giving me hoops that are about 3' high. My problem is that when it rains, the added weight of the water, plus the wind bends the hoops over.

What should I do about this? Are my hoops too large? Should I link them together with twine along the tops and sides?
