some of the evergreen grasslike carex (sedge) like c. monorowii which are often sold in a lime green variagated form. the moss like plant sagina subulata ("irish" and "scotch" moss) make a nice year-round ground cover. othiopogon and liriope ("mondo grass"/"lily turf") is an oriental looking grassy plant that would also probably fit in your garden.

Personally, I love blue with the burgundy foliaged Japanese Maples and Blue Oat Grass and Blue Fescue are both evergreen and have nice winter interest.

I really like Carex 'the Beatles' cute dark green and evergreen and can be cut back if it starts to look too scraggily. Carex d 'Gold Fountain' is also nice. You might consider mondo grass as well, commonly used in Japanese gardens.

You might also consider Hakonechloa macra 'Aureola'. Although it doesn't have too much impact in the winter, it is a really beautiful plant for 9 months of the year in a part shade area.
