Growing Hosta Seed ...

This is the winter I want to try this. I have done some reading on this to think I mostly know what I am about to do. There are few points that I need to ask about:

1) The 'chilled water approach'. Where you take the seeds and chill them in water two weeks prior to planting. Does anyone have any thoughts about this? I this bunk or can this really work? I know Hosta has a 1 in 3 germination rate.

2) There are some who contend that the larger the embryo bump of the seed the greater the chance the seed will germinate. Any thoughts here?

3) Does any one know of a company that makes a grow light that is only 2 ft (24 inches) wide?
