chehalem mountain zone and harsh spots: which perennials?

I am a new poster to the Gardenweb and wonder if anyone knows if we are still zone 8 at 1600 ft on the East facing side of Chehalem Mountain? Vineyards are planted at about 5-900 ft.

Also I wonder if anyone has suggested perennials for the side of our house that faces due East to the morning sun, but is otherwise in shade and is exposed to our Gorge East and North winds? Does pyracantha need full sun?
