Have you ever tried beneficial nematodes to control root weevil, that's what I use. Tin cans stuffed with damp newspaper make good earwig traps.

Perhaps tanglefoot and don't let any branches of your affected shrubs touch the ground.

How long has this problem been building and how high up are the weevils chewing?

Yes, there is a connection between heavy damage and placement near/beneath low branching evergreens or building overhangs. Moving specimens to more open positions may help, I have actually had a rhododendron stop becoming confetti with the next growth flush after transplanting away from beneath a redwood.

I'm not sure if there is a direct link, but around the plants where I've used Sluggo PLUS-- the kind with the spinosad added, I have not seen the root weevil damage like other years.
Maybe what I thought was root weevil damage was really cutworm damage, I don't know, but... it may be worth a try.

Check labeling, weevils may be listed.

This has been going on for years, getting worse every year. The damage is worst on the new growth at the top, some of the Clematis are ten feet in the air on wooden lattice. I can't move most of the plants. My yard is so small that if I don't plant near neighbor's trees, I can't plant at all.

I have purchased nematodes but never managed to get them sprayed. They are expensive and the area affected is about 600 sq ft, maybe more.

I do use Sluggo plus but haven't been using it much near these plants as they aren't bothered much by slugs. I'll have to spread it more widely.

When I went out with a flashlight, my one peony had about twelve weevils and six earwigs on it...

I believe the Bayer Systemic shrub product lists weevils, only applied once a year, not that expensive, probably worth a try. I've used it for whiteflies and worked really well.
