overwintering

I moved 2 yrs ago. All that was here was packasandra (sp) it was like cement. Also zillions of fine roots that looked cheesecloth. Dug everything up, roto tilled. planted my roses, daylilies. Last summer daylilies never bloomed and roses barely bloomed. You might have guessed already, but all the roots grew back and were choking everything in my garden. I wanted to cry. Ended up digging huge holes in the ground and ran to Walmart, got huge pots and planted everything after dropping the pots into the ground. Beautiful roses, daylilies bloomed. What do I do now? They are right on the side of the house so they have some protection. Also, is there any remedy to get rid of those roots permanently? That's what I really wish I could do.
