Jessica, I believe you may have posted this in the wrong forum, as I'm not sure what storing tulip bulbs in Texas has to do with Northwest Gardening, but they should be kept in a cool and dry location until you can get them in the ground. And if you are in one of the warmer parts of Texas, it may be appropriate to give them chill period before planting.

I would probably stick them in the crisper drawer of my refrigerator unless you have a cold garage to keep them in.
