I know you can do the foxglove and poppy seeds now. Not sure about the penstemon though. I usually let mine self seed, all of the above. The foxglove is a biannual, so the first yr. it makes the foliage, then the next yr. it will flower, and you will have seeds all over. The poppy will flower next yr.
