Is that a type of hydrangea or viburnum?
It's not too early for aphids. I saw a bunch on some milkweed I have coming up in the yard. The only plant the aphids totally ruin in my yard is my Dropmore Scarlet honeysuckle. They suck it so dry that the flower buds wither up and never open. If I find ladybugs, that's where I put them.

I would spray that honeysuckle during its dormant stage with the oil. I bet it would work.

I have never used dormant oil. It sounds less toxic than insecticide but I know nothing about it. My friend gets little lace bugs on his azaleas. I wonder if it would work for those. What is the white flower in the picture and is it fragrant?

Dormant oil smothers insect eggs and keeps them from hatching. Works pretty well. I think that white flower may be white money plant?

I think you're right, now that I look at the leaves. My phlox isn't blooming yet, with the snowball but money plant is.

Ladies the white flower is hesperis matronalis/Dame's Rocket.
It is fragrant, the lavender more so than the pure white. They have crossed and I have some various shades now and they all seem fragrant.

This year it is much taller than previous years. The white one is a rampant self-seeder which I like.

Ok, fine! Haha I don't know if I have any white ones, I think mine are all purple. They aren't blooming yet and I can't remember.
