I can't tell details enough from the photo to id any grass, however, from the description I wouldn't be surprised if you're talking about a panic grass.
They tend to look like a pinkish gray cloud of seedheads (with little bitty nobs of seedheads on the end of the filaments).

I did a google on panic grass, but they weren't in the same stages of growth as mine so it was difficult to make a definite determination. The curly, green leaf does look like mine in the dry stage though. Thanks. GD

Grass ids are hard to make in any case...and without actually seeing the whole plant in context (size etc), it's very hard.
