A good florescent light fixture with a warm bulb and a cool bulb will be plenty of light for starting seedlings. Growlight are an unneeded expense. Start the ghost peppers when you get them. Most hot peppers grow slowly inside and don't take off much til you set them out in the garden.

If you are growing different peppers from seeds, then you should be aware that not all peppers sprout in the same amount of time. Growing the super hots will take a little more care than growing the jalapenos or cayennes. Be patient.

What notrod & rockguy said. Some peppers like "long season" Ghost (Bhut Jolokia) can take up to four weeks to germinate.

Generally for chili peppers a warm starting medium will increase germination rates and speed. A seed starting heat mat is a great way to get peppers going. Shoot for 80F - 85F soil temp. After they sprout, placing them a couple of inches under light helps eliminate leggy starts. A small fan also helps reduce risk of damping off and if you change it's location daily it will help promote stronger stalks (wind simulation).

The zip-lock germination method:

Get a paper towel and a zip-lock bag

Distribute seed on paper towel

Wet paper towel, return it to the bag and seal bag. Keep everything as clean as possible. Place bag on 85F surface (measure the temp) and wait

I use Willard's method too, but I use coffee filters. If you don't get to your sprouted seeds quick enough, the roots won't dig into the filter as they do with paper towels. Of course you can just plant the little piece of towel along with the seed if the root is too attached, but I'm not very good at tearing/cutting it away without damaging the root(I blame it on old eyes).
