Is your garden indoors or in a greenhouse? How big is your garden? There is no pesticide that you can safely put on all of the veggies you have listed and eat immediately. I am making an asumption that this is your first garden because no sane person would want one much less 1500 ladybugs in their house.

Whiteflys can be controlled with the yellow sticky traps that you can find in most garden sections. As for the aphids depending on how your garden is planted, soil, hydrophonics, etc you can wash them off with insecticial soap or some swear by neem oil. Getting rid of pests is not a one shot solution you will need to continue over time as all of the eggs of the insects do not hatch at one time.

Give some more information on how you are gardening and how large of an area.

For those of you that do not have ladybugs try to overwinter in your houses be thankful. The flys in my husbands grandmother's house walls on a warm winter day made less noise than the ladybugs.

One part of control of Whitefly is the yellow sticky traps which attract the adult Whitefly and hold them so they cannot mate and produce eggs that become more Whitefly. A simple means of control of Aphids is to knock them off the plants with a sharp stream of water, like from a spray bottle. An Insecticidal Soap is a good and effective method of control. Since the Whitefly is able to reproduce rapidly they develop immunities to many pesticides very quickly. Obtaining the predators at this time of year, even though they are dormant, won't happen since they could well freeze to death during shipping.
So as a rule the best means of control of these, aside from changing the growing conditions so the plants are not as attractive to them, is frequent blasts with a sharp stream of water, yellow sticky traps to trap the adults, and use of Insecticidal Soaps to kill off those the soap will reach.
