This spring flowering vine is Confederate jasmine (Trachelospermum jasminoides) hardy in Zones 8-11. The blooms are extremely fragrant and the vine will grow in full sun to part shade. We usually specify it on a trellis (as shown) and not on an overhead structure such as a pergola since the milky sap drips when the runners are trimmed.

Not that I am aware of. You may try growing this vine (not a true jasmine) in a protected location (warm winter spot at a wall of the house) along with protecting the root ball with a thick layer of mulch. The foliage would definitely freeze back each year but the roots may survive. Since it blooms on new growth you may have have a shot at enjoying fragrance from the blossoms. You could also try it in a container and move it inside to a sunny location. Be aware of the milky sap when you prune it.
