Bell Peppers ... What's Wrong??

Please help me identify what is wrong with this bell pepper. There are no insects on the plant, no aphids, nothing. Leaves are curly and deformed, growth is stunted. I'm in So. Cal., cool over-cast mornings and warm days, plants get 7 hours of sun.
