Possible mites, but not spider mites.
Also possible inadvertent herbicide exposure.

Hmm.. Thanks jean. Can't see herbicide since my neghbors on all sides do NOTHING with their yards.

Mites? And here I was puffing my chest because of all the beneficials I've seen and total absence of aphids. So, which is going to be more effective and less toxic to my beneficials, soap or neem?

And how exactly do i identify mites since I can't see them?

Could be something caused by an insect.
Could be a nutrient deficiency.
What is the soils pH?
Does a good reliable soil test indicate the soil nutrients are in balance?
Does the soil drain well?
Does the soil stay evenly moist?

kimmsr: it's been quite awhile since I had a soil test done, but I really don't think it's soil related since it's happened to both my ground and CONTAINER plants and I use Al's 5-1-1 for my soil mix. So, drainage and the other items related to soil you mentioned would be a moot point.

Doubt that the extreme distortion of the center leaves is due to santana winds & the accompanying extremely low humidity.

The mites I mentioned are broad mites. Here's info from Florida:
