It is hard to say. I don't know of anyone in our climate who has had garlic sprouts coming up this early and who has replanted them, so you'll be our test case, I guess. I expect they will be fine. Isn't it Jay who always quotes someone (maybe Martin, I can't remember) who says that you can plant garlic any day of the year?

I've had onions sprouting in my garden the last 2 or 3 weeks and suspect that our backward summer weather here (very dry in winter and spring, and then rainy from June through early August) has had something to do with that. I expect the onion sprouts are from seeds self-sown by some of the bolting onions I always leave blooming in the garden because beneficial insects love the flowers. I doubt the sprouted onions will overwinter here, so likely will harvest them before the first freeze.

Your garlic, though, should be able to overwinter even if your garlic leaves are very large and green when the first frost hits. They might winter-kill above ground, but the below-ground parts of the plants would be fine. My garlic got big very quickly last fall and overwintered as plants that were 12-15" tall all winter, repeatedly suffering freeze damage like tip burn on the leaves on very cold nights, but then they produced a good harvest this year despite all that.
