CM, if fresh, is high in N. How much N depends on how much you used/cubic foot of soil. Your second application will not help the lack of blooming situation. The epsom salt application will only provide magnesium which I doubt was/is needed. To encourage bloom formation, the plant needs P. I suggest you flush the soil with large amounts of water every day and fertilize with a 1-2-1 ratio product.

I'd hold off on any fertilization for awhile. That's the last thing you need, on top of the poultry manure, which is very high (in terms of manure comparisons) in N-P-K. All of that good stuff has kept your plants in the vegetative rather than reproductive mode.

Also, it's been quite cool for May and June where I live. If the same goes for you, that could be part of the situation, as well.

Good, green, lush growth of any plant and few flowers indiate a soil that has an excess quantity of Nitrogen which is keep the plant from uptaking the other needed nutrients that would help with blossom formation and fruit set. This is why periodic soil tests are needed before applying any kind of soil nutrient other than compost, and why all manures should be composted before being applied to a gardens soil, so nutrients are at least somewhat balanced.

If you "flush" the soil you will move the excess nutrients into the ground water where it could poison people downstream from you. Better would be to add to your soil some high Carbon material that would help lock up that excess Nitrogen for future use by anything you plant then. That organic matter could also provide some Phosphorus, and other nutrients, that may help balance the nutrient load in your soil.
