Are these insect eggs?

Hi,
Are these insect eggs? It looks like something is laying eggs and noshing on my morning glory leaves. I am in NC, zone 8. My gardenia nearby has some white flies that I am addressing today. I know the orange dots aren't white fly eggs but I need to know if it's something beneficial.
