To use pebbles or not to use pebbles is the question.

Okay I have some green pebbles purchased from walmart and was wondering if its okay to use these for a plumeria I have not yet potted up, The soil I'm using for the nursery pot is a cactus/perlite mix...Would it hurt to use the pebbles on the top layer of soil and around the base of the plumeria?
