Whiteflies.

Also appears the plants need fertilizer. Where are they growing? If in pots, which potting mix? If garden, how did you prep the soil?

I have my garden in a raised bed. I bought potting soil and I use a slow release fertilizer pellets. Sometimes I throw some banana peels, egg shells and used coffee grounds.

it would really help to know such ... since for a vast majority of us.. its not veg season ... so to give a good answer.. we need to know ...

is the plant in full sun???

most of the pepper freaks.. in the pepper forum .. are bringing them in the house for winter ... you might gain a wealth of info in that forum ...
