OMG Lynn,
Your plants look soooo healthy. The red looks like a color splash aka Virus. Some plants are more susceptible than others. I wouldnt worry, might go away but don't be surprised if you see more splashes. The splash is what makes Princess Victoria, without the virus Princess Victoria is just a Metairie pink plumie.

I may be wrong, but I believe the sap would need to enter surrounding plumeria in order to infect them.

Back in the day when Color break virus plants were popular there were several articles and posting by people like Hetty Ford, Erv, etc., etc., that stated that the falling buds, blooms, leaves, and I believe if I remember correctly as its been a while insects can contaminate your other plants. A lot of people were recommend to segregate virus plants from their non virus ones.
Since I was never that big on the color break plants I never bought a PV or others. I know that my Lani, Slaughters Pink, JJ's Christina, Dwarf Sing Pink and Lava flow get the break from time to time

Well I isolated her for now. But in a way it's very very pretty! I'm just happy another plant is blooming! Yippee!!
