The zoning commission in your city/county has the last word on what bussiness may be in a area & if any busness may be in a area..... Check with them to fin out there defination of a busness, if your falls into this defination. & what you can & cannot do in your home.

Yep, I'll bet that you're neighborhood is zoned for residential use only. Sometimes you can get a waiver by meeting with a Board of Adjustments and Appeals and making your case. You'd have to prove that your business will cause no disruption to the neighborhood, maybe even that no one can see your nursery from the street or their own backyard.

And the rules vary from state to state and even county to county. Down here, with county-based government, it is the local county judge you have to deal with but cross the county line 4 miles away and you have both a city council and a county judge, not to mention a quasi-zoning board to argue with.

I wish you good luck but have discovered that a local zoning-experienced lawyer, for a small fee (at least here) can come in very handy while applying for the license.
