Is a new rooted cutting same age as mother?

If i root a cutting from an old perennial that takes 2 to 3 years to flower, will the cutting take another 2 to 3 year to flower as if its a seeding or will it flower the same time as its mother?

And if i root a cutting from a biennial like Hollyhock and foxglove thats is in its 2yr and ready to bloom the same season, wil the cutting also bloom same time or will the cutting need to grow a further 2years to flower?

I bet the cuttings are just like starting from scratch. With my orchid cactus,if I take a cutting from a older plant,it will take a couple years to get to the age to blossom.

In many/most cases cuttings from older/mature plants are much more precocious (exhibiting mature characteristics) than those from young plants or from seedlings. I'm unsure of specifics of the biennials you listed.
