My plumeria looks very healthy but just as each blossom starts to grow it dries up and falls off - so of dozens of buds this summer only 2 have actually opened. Any ideas? The greenerry looks fine. I have seen some fine spider webs and a few tiny flies on the blooms but have tries to spray off with water.
