What color are the flowers? A popular one nowadays is Knockout, which is red. There are versions with more petals, and a pink one too -- I'll link photos below.

I think you might be looking for roses referred to as "carpet" roses. These are typically low-growing roses (less than 3' tall, many in the 2' range). Many are sold by the trademark name "Flower Carpet", with a color modifier, such as "Appleblossom Flower Carpet". Hardiness varies. The "Flower Carpet" series isn't usually available via mail order, you'll have to call around to your local garden centers to see if they are carried.

You might also ask over on the main Roses Forum for recommendations on the "Flower Carpet" series and other low-growing, hardy, roses. Other low growers are miniatures, which can range from 1' - 4' tall, depending on the variety.

Any variety of rose that is not a modern bedding type (Hybrid Tea, Floribunda etc.) may produce arching canes. This is the natural habit of most kinds of wild roses, only certain categories of garden roses have lost this. People think of little stiff bushes as normal roses because the ones that grow this way have became the most frequently planted.

So, except perhaps for the flowers being small your description could fit thousands of kinds. Even the weedy Rose multiflora, which not everyone recognizes as a rose fits the profile of small flowers on spreading growth.

If you can get access to flowering sprigs of a particular one you like taking a few of those to a local independent garden center with a good selection of roses may produce a match.
