using lights for rooting

I have a two-bulb shop light that I used for starting my tomatoes this year, complete with timer. Does the light need to be on 24/7 or should I go with the traditional 16 hours light and 8 hours dark? I DO have windows but this seems to be the most stable environment.

Go with the 16/8. I use 17/7, but 1 hour is not going to make a difference.
