Personally I would start cuttings in your zone in early summer right after the first flush is over with. If you do not have some kind of greenhouse or other area that keeps above freezing the cuttings are unlikely to survive.

China and tea roses can start this late but they cannot live in your cold winter outside.

I'm in London, ON, and agree with paparoseman. I started most of my 24 cuttings in early July after the fisrt flush. 22 have been repotted into gallon pots now that they have rooted. Many buds have been nipped to promote bushier growth. It is possible for you to start now and have them root with reduced chances of their surviving over winter, but what have you got to lose?

Cheryl Netter lives in zone 4 and starts her cuttings indoors, and overwinters them indoors under lights. I have just taken 13 cuttings from a Fair Bianca 10 days ago (Aug 27). They have already rooted, and I am planning to grow them on indoors, initially under fluoro, and if they get big, a few 400w hps lamps.
