More likely to be either poor drainage or lack of sun.

I think that is a good diagnosis, salvias tend not to like wet feet.

Thanks so much for the help! I don't think it's lack of sun, there's plenty. It must be drainage then. Can I dig them up and lighten the soil a bit, or is it a lost cause? This is my first salvia experience, so I don't know that much about them.
