New to harvesting and only began starting plants from seed last year with winter sowing. Mixed results.

I'm interested in harvesting maltese cross (L. Chalcedonica) and wonder if it needs winter coldness. Also, how much time does this seed need to cure/dry before planting? Is it possible to start seeds this season and plant outside by fall for replanting in garden bed in spring 2014?
