Check out Bert Wilson's Salvia page on his Las Pilitas Nursery site for advice. Where you live can have a big effect on bloom period, even within California. Soil types, elevation, which side of a mountain range you live on, and other environmental conditions (riparian = brook side, scree, prairie) can have huge effects.

Thanks Richard, that's what I suspected. I can live without any blooms just for the scent alone though....

As I am sure you know, the Munzii is native to only one area  on the CA Mexican border. They are so proud of these plants in one developed area of So CA, they are kept as part of the landscaping. The area they thrive in is very dry - chaparral - although they do tolerate the heavy winter rains. Soil is sandy and clay-like. When I have a picky plant, I use their native soil rather than trying to make my own.
Another issue is the maturity of plant. The flowering ones I have seen are mature plants.
They do have a great scent.
