7-Up sounds citrus scented to me. This could be a lemony scented sage (I've often thought that Salvia clevelandii foliage has citrus notes), or Salvia dorisiana, sometimes called grapefruit, peach, or fruit salad scented sage. Some selections of Salvia univerticillata are fruity, others are like nasty kerosine. There are others, and labels for scents are highly personal. The power of suggestion which takes place during the identification of foliage scents can lead to very interesting differences of opinion.

Maybe a form of Salvia elegans, which includes Pineapple Sage?

I just happened to come across a flickr post that called Stachys albotomentosa 'Hidalgo' the 7-up plant. I googled and some other sites call it this as well. It's not a Salvia but it is a relative and very similar looking. The flickr link is below.

Yes! I knew I had heard the "7-Up plant" term somewhere... I have this plant -- very attractive, and popular with my hummingbirds. The OP wanted to know where to find it; a Google search will bring up online vendors.

The link took me to a a photo labeled as Stachys coccinea unless the picture is mislabeled. It has been awhile since I have grown it so I am not sure. I have been wondering about the Stachys native to the southwest, wondering which ones are possibly adaptable to eastern conditions. Coccinea appears to be, but what about the others?

The plant is listed as a synonym of Stachys coccinea "Hildago". I tried growing this form years ago when it was first introduced. Did not like our weather here. Still a very beautiful plant though.

Coccinea grew well enough here in New Jersey until a small black beetle attacked the patch and destroyed it.
