Pruning Mexican Bird of Paradise

I planted 2 MBOP late last summer. They did very well, but this winter we had an ice storm for 3 days. Now they are just sticks. Are they dead? Is it too late to cut them down to the ground? The Crepe Myrtles we planted around the same time are now full of leaves and new growth, but these are just sticks. BTW, we are in Austin, Texas.
