bugs are eating my mesquite tree

Something is eating all the leaves from the branches of my young mesquite tree from the tip down.

I have seen a small black and white fly on some of the branches, and also a brown insect with a oblong body about 1cm in length.

Any ideas what is causing this and how to control it?
