What is the correct time to plant outside?

Hello fellow gardeners! I live in South Central Pennsylvania and am making my first attempt at SFG this season. I have started several plants inside and they are doing terrific...too good as a matter of fact. They desperately need to go outdoors in their new SFG home but I am afraid that frost may destroy them if I put them out now. I have seen numerous gardens around my home that have already been planted and was wondering if this is a good time to transplant my vegetables and fruits (tomatoes, cucumbers, watermelons, cantalopes, onions, iceberg lettuce). I saw in Mel's book that you can use plastic to shield them but I prefer not to do that due to the extra time and expense. Any information would be greatly appreciated.
