Some of my tomotoes have white raised scabs with brown centers that don't scratch off?

Please give some more information as in where on the tomatoes are these spots, how big and what shape are they and are we talking unripe or ripe fruits and anything else you can share.

With what you've said I don't know if we're dealing with possibly BER or perhaps sunscald.

Thanks for your response, Carolyn. It's not BER. I first noticed it on unripe fruit on the exterior of the plant, definately exposed to the sun, but on closer inspection also notice the tiny whitish brown spots on the interior shaded fruit.
How big? From 1 mm (interior fruit) to 1/2" patches on the exterior ones. Not all of the fruit is effected.

Such light brown small spots can be found on unripe fruits but they are associated with specific foliage diseases, usually.

Do you see any spots on the leaves or stems of the plants that have those fruits?

Well, it's Bacterial Spot, a common foliage disease that can give unripe fruits with small brown spots, not Early Blight ( A. solani).
