mounding around stems

I plan on using Lasagna Gardening this year at my elementary school. I plan on laying a newspaper base and laying on bags of leaves and grass clipping from the city gardener.

My concern is adding material while the plants are growing. I know I can get away with it with tomatoes, potatoes and corn.

What other vegetables and flowers will not suffer from having compost added around their stems?
