cut them into pieces with each piece containing a "node" (joint).

Lay the pieces horizontally pushing down them into the soil longways so that about ahlf is above soil level.

Keep the soil damp and keep them as warm and bright as possible. You should see the eyes grow shortly.

You can also stick the cut pieces into the soil so the nodes are just below soil level.

From my experience, you should try to get the long lengths of sugar cane which are still green. I cut them into 8 inch lengths, each of which should have at least two nodes. I lay them horizontally in the earth (I use plastic wallpaper trays for sugar cane propagation, which allows you to root several sections at once in the same tray), burying them only half way up. I keep them moist and under lights. You may get a crop of fruit flies during the process! I would not advise attempting to start them in water.......the stems will decompose.

Those are small sections. I use pieces with at least 3 nodes going down into the soil. If you can get an entire stalk & cut it up, that would be better.
I have not had good luck burying the stalk. I plant mine at an angle in spaghnum peat & root them that way. It works better for me than soil.
