Leggy seedlings...help?

I planted my seedlings and when they germinated they had about a two day headstart in a semi-sunny window. They are now 3" long seedlings that are 1" under a fluorescent light. No true leaves have yet formed. They are in the Jiffy peat with netting on the sides. I have about 3-4 seedlings per peat pot. There are about 95 seedlings like this. I understand I want to bury the seedling, but my question is at what point do I transplant. Do I wait until first true leaves, or right now, or what? I see lots of advice on not having long seedlings, and advice on transplanting correctly grown stocky seedlings. I was hoping for advice in between. Ray
