If the plant is loaded with buds, wait for a while. Too much fertilizer will send the plant into vegetative growth and you will get no blooms but a lot of green.

I would have thought the same thing, but they did the same thing last year. The buds just seem to wither away

It sounds like you have spider mites. Spray the plant with a solution of warm water and mild detergent, such as baby shampoo or dish soap - 1 teaspoon to a quart of warm water. Cover all areas of the plant and the soil. After about 30 minutes, rinse the plant off with a gentle spray from the garden hose. You will need to do this a couple of times a week.
