with "ten degrees warmer than the outside", how cold does it get outside?
What I have been reading so far, if you just need the worms to turn your scrap into compost (as suppose to use them as bait for fishing also)Eisenia Foetida, also called the red wigglers is recommended because they eat a more and multiply faster compared to other worms.

The temperature extremes in Northern Washington will be a little greater than what the worms will tolerate.

You will want a supplier that is close to you, so the worms spend as little time as possible in transit. Yelm Worm Farms should be a good source. Also they may be able to give you some hints about dealing with Washington temperatures.
