clearing a garden bed

HI,
I'm new to this forum and found it useful.
I have a garden bed around an ash tree which is mostly mulch and vinca groundcover in some areas, However in the past couple of yrs danndelions are encroaching and even the vinca cannot keep it out. We want to make this bed into a perennial garden bed with the tree in the center. Any suggestions on how to rid the weeds and start fresh for a perennial garden around the tree?

You've probably realized you can't dig the plants out from around the tree roots, especially Vinca that has roots everywhere, connecting its' various parts, and the dandelions may have large tap roots, so smothering them with something would probably be best. This is tricky around the base of a tree, you don't want to harm the tree. Raising the level of the soil around the tree can harm the tree also. I'd hesitate to offer much advice without seeing a pic of what you're dealing with.
