What will kill these weeds?

My garden is loaded with Euphoria peplus (Petty Spurge) and Senecio vulgaris (Common groundsel) weeds.

When hand-weeding, I've tried hard to pull all of the roots of these weeds. I then apply Preen Weed Preventer (per the instructions). But, within two or three weeks, my garden is again full of both weeds!

I've contacted www.preen.com. Neither weed is on the list of "Weeds Controlled" by Preen Weed Preventer and Preen says they don't have a different product that will kill these weeds.

Can anyone suggest something that will kill these weeds without killing the shrubs in my garden?

Have you tried digging them up with a spade or garden fork?

The spurge can root from any bit of the plant not cleaned up and left in contact with soil although birds do spread seed almost everywhere. The Common groundsel seeds quite prolifically and those seeds will germinate in any moist soil.
Neither of these germinate well in well mulched gardens but do really well where soil is left exposed to the elements.
